There are people who make a living explaining to accountants how to make more money. One of the really good tips is to stop working for people who don’t pay you. If somebody has not paid you in a couple of years, they are not actually a client.
So the banks could be confident that people would have the help they needed to get the applications done whether they could afford it or not. And that seems to be how it went.

Over and over again courts have said that there is nothing sinister in so arranging one’s affairs as to keep taxes as low as possible. Everybody does so, rich or poor; and all do right, for nobody owes any public duty to pay more than the law demands: taxes are enforced exactions, not voluntary contributions. To demand more in the name of morals is mere cant.
